Google refused to create the campaign in the account you named. Almost always the account is a manager account (an MCC), which exists to oversee other accounts and cannot hold campaigns of its own. The other cause is an account that your Google login can see but is not allowed to manage.
Whose side it is on
Yours: the account chosen for the launch. Nothing is wrong with the campaign.
How to fix it
- Ask the chat to list your connected ad accounts. Manager accounts are listed alongside the regular accounts under them.
- Pick a regular Google Ads account (the one that holds campaigns and billing). Ids are ten digits, shown in Google Ads as 123-456-7890.
- If the account you need is not listed, connect Google Ads again with the Google login that has admin access to it, under Settings, Connected accounts.
Relaunch
Run the same launch with the regular account's id. Everything else stays as it was.

Can I read performance from the manager account?
Reads work on the regular accounts. Point the chat at the account that holds the campaigns.
