What this error means

The ad account itself is not allowed to create or change ads. Meta disables ad accounts for an unpaid balance, a failed payment method, or an ads-policy problem. Until the account is back in good standing, every write fails, from every tool.

How to fix it

  1. Open Meta Business Manager, then Settings, and find the ad account.
  2. Billing: settle any outstanding balance and add or update the payment method.
  3. Policy: check Account Quality for a restriction and request a review if one is shown.
  4. Wait for the account to show as active again.

A related error, where Meta blocks publishing one ad set and offers a review link (subcode 3858196), is an ads-policy or account-quality issue on that ad rather than the account. Open the review link in Meta's message or check Account Quality.

Relaunch

Once the account is active, run the same launch again.
